Nippon's English site walks foreign drivers through the paperwork: an International Driving Permit under the 1949 Geneva Convention, or for licences from Switzerland, Germany, France, Belgium, Taiwan and Monaco an official Japanese translation from JAF or an embassy. Permits issued under the 1968 Vienna Convention are not valid in Japan. Japanese law requires a child seat for children under 6, so ask for one when you book.
Besides the airport office, Nippon has counters at Omoromachi monorail station and Kencho-mae in central Naha, which lets you pick the car up on the day you leave the city. Some offices run a shuttle from the airport, and the location page for each office says which.
