Takatsuki-yama Observatory is the lookout closest to Zamami Port, at the top of a steep 1.4 km road about 137 m above the sea, and the Ministry of the Environment points whale watchers to its second deck from late December to April.

Two decks sit on the hill behind Zamami village, and from them the view runs over the harbour, the reef and the islands of the Kerama group. The Ministry of the Environment gives the height as about 137 m, and Japanese Wikipedia and OpenStreetMap list 131 m for the summit. It is the closest lookout to the port, which makes it the one to climb on a short visit.
In whale season the ministry suggests the second deck for scanning the sea with binoculars, since the whales usually swim well offshore. On days when the boats stay in port, a lookout like this is where you still have a chance of seeing a blow.
