What do you need to know before riding a bike on Okinawa's main island?
Keep left, stay off Route 58 where you can, light up in tunnels, and know that since April 2026 police can fine riders aged 16 and over on the spot. Here are the rules, the fines and the island's hazards, from heat and habu to the Yanbaru rail.

Ride on the left, on the road, and treat Okinawa's main island like any Japanese road: since 1 April 2026 police can give riders aged 16 and over a "blue ticket" with a fixed fine, ¥12,000 for holding a phone while riding and ¥6,000 for running a red light. Route 58 carries the heaviest traffic, so plan routes that leave it as soon as you can. December to March is the kindest season: the Japan Meteorological Agency's normals show no typhoon approaches from January to March, and the prevailing wind at Naha blows from the north or north-northeast at a mean of about 5 m/s.

What can police fine you for on a bike in Japan?
Since 1 April 2026, riders aged 16 and over who commit one of the listed traffic offences can be handed a blue ticket and pay a fixed fine, which closes the case without a criminal record (National Police Agency rulebook). These are the fines most likely to matter to a visiting rider.

Drink riding sits outside the blue-ticket system and stays a criminal offence. Any drinking before you ride is banned, and riding over the breath limit of 0.15 mg/l carries up to three years in prison or a ¥500,000 fine. Using a phone in a way that causes danger, such as hitting a pedestrian, is also handled as a crime.
Will police fine a tourist on a bike?
They can. The police agency says officers will keep warning riders for most offences and book them for dangerous riding, including riding that causes a crash or carries on after a warning. Ticketed riders pay at a bank or post office within about seven days, and the case is closed without a criminal record. The rulebook adds that a rider who won't give a name and address goes through the criminal procedure, so carry your passport. Police focus their checks on designated streets during the morning commute and around dusk.
Can you ride on the pavement in Okinawa?
Only in some places: where a sign or road marking allows it, or if you're under 13 or 70 and over. On a permitted pavement you ride slowly on the roadside half and stop for pedestrians. The rulebook says that riding on the pavement, by itself, normally earns a warning. Speeding along it and scattering pedestrians can be ticketed.
What changed for drivers passing cyclists?
The same 2026 law tells drivers passing a cyclist without enough room to slow to a speed that suits the gap, and tells cyclists to move as far left as they can. The police agency's guideline asks drivers for at least about 1 m, or 20–30 km/h when they can't give that (NPA guidance).
Do you have to wear a helmet on a bike in Okinawa?
No. Since 1 April 2023 the law has asked every rider to try to wear one, with no fine for riding without. The police agency's figures for 2020 to 2024 put the death rate among riders with head injuries about 1.4 times higher without a helmet. Rental shops such as Okinawa Ringyo include one with every bike.
Which side of the road do you ride on?
The left, in the carriageway, as part of the traffic. A bicycle is a vehicle under Japanese law, and riding on the right is wrong-way riding with a ¥6,000 fine. Turning right at a junction means riding straight across on the left, stopping, then crossing with the other light: the two-stage right turn the law requires.
How do you avoid Route 58?
Route 58 runs from Naha up the west coast to Kunigami, and it's the busiest national road in Kyushu and Okinawa: the 2005 national traffic census counted 81,255 vehicles on a weekday at Jitchaku in Urasoe (Wikipedia, Route 58). Between Meiji Bridge in Naha and Kadena it's the only road in Okinawa with three lanes each way. SpiceRoads, which runs guided laps of the island, warns riders that the first 20 km out of Naha are spent in traffic.
A few ways to keep 58 short:
- Start north of the city. Have a bike delivered to your hotel in Nago, Motobu or Nakijin, or take a car or bus to the start. Okinawa Ringyo delivers anywhere on the island for a distance-based fee.
- Use Prefectural Route 6 between Yomitan and Onna. It leaves 58 at Iramina in Yomitan and runs 21.4 km through Yomitan and Onna to Ishikawa in Uruma, sharing only a short stretch with 58 near Yamada and Nakadomari (Wikipedia, Route 6).
- Ride the east side. SpiceRoads' island loop comes south down the east coast to Kin, and the Tour de Okinawa gourmet ride crosses from Onna to Kin and Ginoza.
- Follow a local ride. The Okinawa Cycling Association's monthly ride publishes its route on the Velodash app, and local shops plan their club rides around convenience-store stops.
Do you need lights in Okinawa's tunnels?
Yes. Japanese law requires lights at night and in tunnels or any place where you can see 50 m or less (Road Traffic Act Enforcement Order, article 19), and riding without a light at night carries a ¥5,000 fine. The northern stretch of Route 58 toward Cape Hedo runs through tunnels, so mount a proper front light and a red rear light even on a day ride. Okinawa Ringyo's rental lights are battery units of about 50 lumens at the front, and the shop suggests bringing a brighter one if you need it.
How do you ride safely in Okinawa's heat?
In the hot months, plan around the heat. Japan's Ministry of the Environment issues heatstroke alerts by prefecture and updates the map at 05:00 for the day and at 14:00 and 17:00 for the next day (heatstroke alerts). Check it before a summer ride and start at dawn. Local club rides use FamilyMart and Lawson stores as their rest stops, and a neos shop ride in August 2026 planned three stops in 50 km.
When does it rain, and when do typhoons come?
Okinawa's rainy season runs on average from about 10 May to about 21 June, by the Japan Meteorological Agency's 1991–2020 normals; in 2026 it ran from about 4 May to about 29 June (JMA). Painted lines and manhole covers turn slick in the wet, so brake early and stay off the white paint.
Typhoons pass within 300 km of Okinawa about 7.7 times a year on average, most often in August (2.2) and September (1.9), and the JMA normals show none from January to March (JMA typhoon normals). In 2025 seven came close, the last of them in November (JMA Okinawa approaches). When one approaches, shops close and group rides are cancelled, as Okinawa Ringyo and neos both did in August 2026.
Are there snakes on Okinawa's roads?
Yes. Okinawa has four dangerous venomous snakes, the habu among them, and between 40 and just under 60 bites a year (Okinawa Prefecture). Habu hunt at night and hide in holes by day, and the prefecture notes that none of Okinawa's snakes hibernate, so winter brings no break. On forest roads after dark, stay on the tarmac and away from long grass and stone walls. If you see one, step back at least 1.5 m, which the prefecture says is beyond its reach. If you're bitten, stay calm, don't run, call for help and get to a hospital. When the hospital is far, the prefecture advises a loose, wide bandage that a finger can slip under, loosened every 15 minutes.
What is the Yanbaru kuina, and why slow down for it?
The Okinawa rail, or Yanbaru kuina, is a bird found only in the Yanbaru region of northern Okinawa, first described in 1981, and it can barely fly, so it crosses the roads on foot (Wikipedia). Cars kill them every year: the Yanbaru World Heritage Center's running tally for 2026 showed 36 road-kill reports in October (Ufugi Nature Museum), and May is the centre's "Stop road-kill" month for the bird. Ride the Yanbaru forest roads at a speed that lets you stop, and report injured or dead animals to the centre.
How do US bases affect your route?
US bases cover about 8% of Okinawa Prefecture's land, and the prefecture says roughly 70% of the facilities used exclusively by US forces in Japan are in Okinawa (Okinawa Prefecture). Base land is closed to the public, and in the centre of the island around Kadena the fences can turn a short hop into a detour. Do you need bicycle insurance in Okinawa?
Okinawa Prefecture urges every rider to carry bicycle liability insurance and lists its forms, from dedicated cycling policies to riders on home or car insurance (Okinawa Prefecture). The prefecture recorded 213 bicycle accidents and one death in 2024, and points to court awards of close to ¥100 million against cyclists elsewhere in Japan. Several rentals include liability cover: Ryu-Q Rental Cycle includes ¥100 million, and Churachari share bikes carry ¥200 million. Check that your travel insurance covers your own injuries on a bike; Ryu-Q's cover, for one, excludes them.
